Leesburg council hears details on visitor's center plan

Applicant Peter Burnett, of the Burnett and Williams law firm, gave a presentation to the council at the Nov. 24 work session offering more details about a facility proposed to be built at 6 Loudoun St. and 10 Loudoun St.

The facility, which would be jointly owned by the town and private enterprises, could include a visitor's center, public bathrooms, office space and a roof-top park. It would have LEED (Leadership in Energy and Environmental Design) certification.

Burnett urged council members to take a closer look at all the options available for the facility and said he was willing to work with citizens who want to build a park at the proposed site instead.

The council still has the option to negotiate details, commit to a more detailed phase of the proposal or reject the proposal. Council member Kevin Wright said the council shouldn't “go careening into anything” but said the proposal was worth further investigation.

Free holiday parking decision revisited

Council member Marty Martinez made a motion at the Nov. 24 work session to rescind the council's previous decision not to provide 24-hour free parking in the downtown area for the holiday season. He proposed reinstating the town's free-parking policy from previous years.

Council member Kevin Wright favored discussing the issue again due to a lack of input from downtown business owners at the previous council meeting when the decision was made.

 

Town demographics

A report on the town's economic growth and development was presented to the council in preparation for future fiscal planning.

According to the report, the future of Leesburg development will be in redevelopment of existing properties. The town currently has 1,402 vacant acres available, with 57 percent of this land zoned for residential development and 43 percent for commercial development. At current growth trends, the town will be built out in 10 years.
